CALIFORNIA ENVIRONMENTAL PROTECTION AGENCY:

*CalEPA releases 2007-08 Program Initiatives/Budget: CalEPA Secretary Linda Adams invited industry guests for a briefing overview of CalEPA's 2007-08 program and budget highlights. The total budget is $1.7 billion ($85.8 million General Fund and $1.6 billion) and 4,781 personnel years for CalEPA boards, departments and offices. This represents an increase of 229 personnel years from the current year.

Areas of program focus:
-Air Board: AB 32 implementaton, California Global Warming Solutions Act of 2006
-Integrated Waste Management Board: Universal Waste
-Water Initiative: Pollution controls, watershed protection, clean beaches and basin planning
-DTSC: Biomonitoring funding included;green chemistry and nanotechnology not specifically addressed
-OEEHA: Regulatory development regarding "Safe harbor" numbers for carcinogens and reproductive toxicants under Proposition 65 program.

Secretary Adams also announced key deputy and assistant staffing assignments:

Anne Baker - Climate Change and Air Resources Board
Cindy Tuck - Water Resources Control Board
Janice Yonekura - DTSC
Shankar Prasad - OEEHA

Carl Moyer Funds Available: Have a diesel emission reduction project (on-road, off-road, marine, etc.)? The 2007 Carl Moyer Program is now open. Appointments:

  • Arthur Baggett, Jr., 56, of Mariposa, has been appointed to the State Water Resources Control Board. He has served on the Board since 1999 and chair from 2000 to 2005. Before joining the Board, Baggett was an attorney specializing in water, environmental, business and family law. From 1986 to 1994, he served on the Mariposa County Board of Supervisors. Baggett currently is a member and past president of the Association of State and Interstate Water Pollution Control Administrators and is a former member of the Mountain Counties Water Association. This position requires Senate confirmation and the compensation is $123,897. Baggett is a Democrat.
  • Frances Weber, 52, of Redondo Beach has been appointed to the State Water Resources Control Board. She has served as the executive director for policy for the Mono Lake Committee since 1997. From 1983 to 1992, Webber served as the director of international programs for the National Audubon Society. She previously was a legislative assistant for the Animal Welfare Institute from 1978 to 1982. Weber is a member of the Bay-Delta Public Advisory Committee and co-chair of its Water Use Efficiency Committee. She also serves as co-chair of the Southern California Water Dialogue and is a member of the California Urban Water Conservation Council. The position requires Senate confirmation and the compensation is $123,897. Weber is a Democrat.
